In 1975, Congress passed the Individuals with Disabilities Act (IDEA) to ensure that every child with a disability has access to an educational opportunity. Congress has failed to provide the money necessary, but a new bill could fully fund IDEA. Senator Chris Van Hollen (D-Md.) believes every child deserves an opportunity to get a good education.
